Under the agreements, Staatsolie will acquire a 20% stake in the Block 58 exploration area, where TotalEnergies is currently the major stakeholder. In turn, TotalEnergies will acquire a 50% stake in Block 52, a new exploration area operated by Staatsolie. The two blocks are located off the coast of Suriname, which has emerged as a significant oil-producing nation in recent years. Staatsolie’s managing director, Rudolf Elias, said the deals represented a “significant step” in the company’s growth strategy, as they would provide access to “new technological knowledge and expertise” while also diversifying its exploration portfolio. TotalEnergies, for its part, said the agreements demonstrated its commitment to Suriname and its continued investment in the country’s oil and gas sector. The financial terms of the deals were not disclosed.

The deals between Staatsolie, and TotalEnergies will strengthen the relationship between Suriname and France by demonstrating France’s continued interest in investing in Suriname’s oil and gas industry. It also could be a sign that France is increasing its interest in South and Central America, especially around the French province of French Guiana. At the same time, the deals underscore the importance of oil and gas in international economics despite concerns about climate change and the need to transition to renewable energy sources. The willingness of nations to invest in oil and gas extraction and production suggests that the competition for resources will remain high as the world’s energy demands increase, despite calls for more renewable energy sources.

As we discussed in class, the levels of power in the world naturally shift over time. While we are currently in a Unipolar system with the US being the global hegemonic power, many think that we are heading towards being a multipolar system. It is possible that France recognizes this and is trying to increase its influence in South America, so in the event that the US is no longer the hegemonic power of the region, France would be able to compete with the likes of Brazil and Argentina for the role of the regional hegemon.

https://www.reuters.com/business/energy/surinames-staatsolie-signs-deals-share-offshore-blocks-with-totalenergies-2023-05-08/ Staatsolie, Suriname’s state-owned oil company, has signed two deals with French energy major TotalEnergies to share offshore oil blocks.
