She claims that, “Not $1 of US aid should be used to commit human rights violations, demolish families’ homes, or permanently annex Palestinian lands.” This reintroduction is co-sponsored by other Democrats, including our Virginia Rep. Don Beyer, and others such as Rashida Tlaib, a Palestinian Congresswoman. The bill was originally presented in Congress in 2017, and most recently was introduced in 2021. Since, the bill has gone through multiple revisions addressing problems regarding oppression within the occupied West Bank.

The tensions within the West Bank continue to rise, and it is said that between 500 and 700 children aged 12 to 17 are detained by Israel every year, and are presented before a military court. On top of this, there are also multiple counts of Human rights abuses, and violations of international law. While the passing of the bill would account for helping countless oppressed in the region, the economic relationship between America and Israel accounts for nearly $50 billion in goods and services. The benefits of this bilateral trade relationship is what seems to have stopped many in congress from backing the bill. It has been claimed that almost 75% of Congress wants no restriction on US aid to Israel, and this has been seen in the nearly $3.8 billion in annual aid.

The ICC has been conducting investigations into the accusations of war crimes within areas of the West Bank, and while results and charges have been inconclusive, many are suggesting the outward blatancy that Israel seems to have towards the Palestinians. For instance, the legal systems is entirely biased between Israeli civilians and civilian law when compared to the Israeli military law imposed on Palestinians. The narrative, as McCullum put it, has been so effective within the West Bank, that even pro-Palestinians have deemed the idea as changing the settlement plans as impossible, and the relationship is completely ironclad.

https://www.aljazeera.com/news/2023/5/5/us-congresswoman-introduces-bill-to-restrict-aid-to-israel This past Friday, U.S. Congresswoman Betty McCullum reintroduced a bill prohibiting the aid to Israel, under assumptions of contributions making their way to the detention of Palestinians.
