It stated that Venezuela would be granted sanction relief should they release political prisoners and allow international observers to ensure that their presidential elections were fair. Venezuelan President Nicolas Maduro’s recent action of arresting and barring opposition candidates is inconsistent with this agreement according to United States officials. Thus, they decided that they will not renew the license that allows Venezuela to ship oil resources to chosen destinations and will reimpose the sanctions that were in place prior to the Barbados agreement.

Venezuela has rebuked the United States’ choice and publicly recognized it as a deliberate attack on the Venezuelan economy. To demonstrate this disapproval, officials have warned the United States that the consequence will be the disruption of the cooperative repatriation that began last fall. In October, President Joe Biden and Maduro agreed that there would be flights chartered for undocumented and illegal immigrants to return to Venezuela. In response to the sanctions, however, Venezuela has threatened to cancel these flights. This action would affect the United States, as there would be an increased presence of immigrants in need of support and further attempts at repatriation would be unorderly and unsafe.

In class, we have discussed the definition of and effects of security threats. This point of contention between Venezuela and the United States is perceived as a security threat to both countries for varying reasons. For Venezuela, the oil and gas sanctions imposed by the United States could be extremely detrimental to the already fragile economy of the country. For the United States, the severing of the repatriation agreement, as aforementioned, could decrease homeland security as well as cause organizational issues. Thus, both countries will have to approach the conflict with consideration for the consequences that may ensue.

Article: https://www.aljazeera.com/news/2024/1/30/venezuela-accuses-us-of-blackmail-over-sanctions In 2019, an agreement between the United States and Venezuela was signed in Barbados.
