His main point was about a Chinese-Brazilian proposal for the ongoing Russian-Ukrainian conflict. The proposal would have the resumption of direct talks between the countries without requiring Russia to recall their troops. He did not give further details during his speech. Ukrainian president Volodymyr Zelenskiy called the plan “destructive” and insisted his current plan was better. In his speech, Lula also called for a ceasefire in Gaza, called out the U.N. for doing a poor job at peacekeeping, criticized the excess of money going towards military instead of poverty or climate change, and showed disapproval of the lack of African and Latin American countries in the U.N. Security Council. Brazilian Foreign Policy Adviser Celso Amorim will attempt to sway the representatives of Global South countries attending a U.N. meeting in New York on Friday. These countries include Colombia, UAE, Egypt, Indonesia, Mexico, South Africa, and Saudi Arabia. A Brazilian official revealed that the intention for the next meeting is to see who’s interested and get the plan off the ground.

It can’t be a good plan if one of the guys you’re trying to help is calling it “destructive”. They can get all the support they want from other countries, Zelenskiy is still likely to refuse their help. I don’t blame him. Even though he didn’t elaborate on any aspects of his plan, it doesn’t sound very advantageous for Ukraine and would probably only fuel the flames. They hated each other when they were talking, what makes it any different now? I also find Lula’s other points interesting. Sounds like he went on quite the rant. Doesn’t look like anything new, though. I do think that all regions of the world should have a seat on the U.N. Security Council eventually, but I’m not sure which countries they’d be. Countries in Africa and Latin America aren’t exactly big players in international relations yet.

This relates to class because the United Nations is an IGO. It also relates to class because Russia is a global actor, which is the name for a major player in international relations.

Link to article: https://www.reuters.com/world/lula-un-says-brazil-china-propose-plan-ukraine-russia-talks-2024-09-24/ Brazilian President Luiz Inacio Lula da Silva gave a speech at the opening of the United Nations General Assembly on Tuesday.
