A deal was drafted originally in 2019, but because of environmental, economic, and political issues and disagreements, its final approval has been delayed. The large and impactful trade agreement aims to create one of the largest free trade zones in the world, covering a estimated 25% of the global GDP. In similarity to the UMC free trade agreement, its goal is to reduce tariffs and trade barriers previously present between each union of states. Thus creating an environment in which it is easier for businesses on both sides to export goods. The issue rises with European farmers, especially in France, that worry of the effect of an influx of South American products would saturate their markets, undercutting local agriculture. Especially in the effect business of livestock, farmers argue they cannot compete with South American producers, as South American producers benefit from the lower labor costs, larger farms, and lack of regulations on practices of using growth hormones, that aren’t comparable to EU standards. France, consequently has the biggest agriculture sector in Europe has led opposition efforts in the EU, while countries such as Germany and Italy push for the deals finalization, mostly because of the benefits for the countries automakers.

This deal could create increased connectivity throughout the entirety of the world, but could cause some internal disagreement within the EU, with score states that forefront causes, such as France. What the EU, and France specifically, has to take into consideration is whether this international connectivity even outside of an IGO is worth upsetting your own people. This issue brings to question the continuing prevalent issue of putting international efforts to approve the efforts of preserving one’s own countries’population, success and/or prosperity. It will be interesting to see if there is any persuasion on the part of Germany or Italy on confirming this trade agreement, but whether France heads to this persuasion will be interesting to see as this agreement continues to be debated.

This situation is representative of commercial liberalism. Commercial liberal theory emphasizes the role of economic interdependence and trade in promoting peace and cooperation between states and is one of liberalism sub-theories. The belief that trade leads to Peace-Building and the ability of creating globalization and peace are continually prevalent within the EU and Mercosur trade agreement. While being apart of a IGO provides both European countries and South American Countries unity and interconnectivity, being apart of a agreement that is so interconnected causes countries to make sacrifices and give up their own sovereignty. While this agreement would have great economic prosperous effect on the South American economy, it is to question whether the agreement will be equally beneficial to not only the European Union, but European farmers, equally as affected by this large trading shift.

Link to article As agreements and negotiations progress between the European Union and Mercosur, a South American trade bloc of Brazil, Argentina, Paraguay, Uruguay, and Bolivia, finalizing a major trade agreement, in response is sparking protests by European farmers.
