An additional statistic according to the U.N., is that 30-50% of all gang members in Haiti are children. Because of the humanitarian conditions facing the country currently, with hundreds of thousands of Haitians starving or nearly starving, the recruiting of children is often easy, with the promises of a paycheck and possible better living situation for themselves or their families. Gangs additionally prey on children who have been separated from their family after they have been deported from the Dominican Republic, sharing the country’s border.

With the voicing of UNICEF, this issue that was once staying local within Haiti has been speared on to global awareness at the concerns of the children of Haiti. Additionally, with the targeting of children that have been separated from their family and deported from the Dominican Republic, creates a once internal issue of a domestic humanitarian crisis, into a regional humanitarian crisis. With the connectivity between the Dominican Republic and Haiti because of their geographic location, makes each state interconnected to a certain extent. If violence rises across borders and not only affects the people that have been deported from the Dominican Republic, but live their, there is more of a motivation for the Dominican Republic government to seek action to protect their citizens from this perpetrated violence. But, if this conflict stays within the borders of Haiti, the Dominican Republic is less likely to provide assistance, as it is no longer for the state’s national interest. Additionally, with the connection with the U.N., it will be interesting to see if any other global power will step in such as the United States or China, as such interventions have been present in other parts of the world, such as Africa and other latin american countries.

The question of international intervention is especially prevalent within the current climate that is Haiti’s political situation, but depending on the international environment present, controls the course of action by state and foreign actors. For example, if the United States takes a more Hobbesian approach to intervening I think Haiti’s political affairs leading to this unsafe and harmful environment for Haiti’s children population, there will be a lack of intervention. Hobbesian is a type of international enviorment in which states are enemies and rivals that engage in power politics, meaning own security and self interest dictate the behavior of the state. After the reporting of this story and highlight of this crisis by UNICEF, it will be intriguing if there will be any international intervention or interest within Haiti and the political and humanitarian crisis by world leaders and global actors such as the United States or China, or even if Haiti’s neighbor of the Dominican Republic will intervene.

Link to article As political instability continues in Haiti, gangs are now recruiting children at unprecedented levels, with reports of numbers of minors targeted rising by 70% in the past year, as reported by UNICEF.
