In the rotating presidency of the transitional presidential council, Fritz Alphonse Jean, a former central bank governor, replaced Leslie Voltaire. The transitional presidential council was created in 2024 after a violent gang attack on the capital forced the Prime Minister Ariel Henry to resign. The new president, Jean, asked the Haitian people to be united to solve their security crisis. He said that “our country is at war today,” and “we need to be united to win this battle”. The transitional presidential council helps run the country and is tasked with organizing future elections, with the goal of being in 2026. Haiti, and especially in the capital (Port-au-Prince), is faced with persistent gang violence. The U.N. stated that gangs control around 85% of Port-au-Prince. The UN backed mission led by Kenyan forces suffered a loss a couple days ago in a fight with gang members- the new leader asked for a moment of silence for those Haitian and Kenyan officers who have died in the conflict with gangs. More than 5,600 people have been killed in Haiti in 2024 according to reports.

The appointment of their new leader of Haiti’s transitional presidential council, Fritz Alphonse Jean, shows the country’s development in their ongoing efforts to stabilize their political landscape amid constant gang violence. This leadership change may influence the certain strategies Haiti uses to combat violence and organize very delayed elections. The persistent gang violence has resulted in many people being displaced which has disrupted regional security in the Caribbean. If the transitional presidential council is able to strengthen Haiti’s security forces, reduce gang influence, and conduct credible elections by the expected date, they could restore public trust in Haiti’s government and be on the road towards more sustainable development. However, failure to do this will only have violence continue/increase and deepen political turmoil further destabilizing the country. After all, the U.N.-backed mission with Kenyan troops did not produce a successful outcome or any improvements showing the difficulty of solving Haiti’s crisis. A main root of all this violence is the great political instability in the country where armed gangs can exploit leadership/government vacuums. International support is likely needed to help rebuild Haiti’s political and social infrastructure.

Citizens expect the government to protect them, but when they are unable to do so, it only leads to more instability in the country. The UN could expand its peacekeeping presence of coordinate humanitarian assistance. The World Bank could offer financial aid to help Haiti strengthen their weaknesses. As talked about in class, gangs operate with unconventional warfare using any violence to control territory.

Link to article: https://apnews.com/article/haiti-transitional-presidential-council-fritz-alphonse-jean-gangs-c95b666317c278fee61e5ef1fac7b01b On March 7th, the council who is to arrange eventual presidential election in Haiti swore in a new leader even as the country continues to struggle with heavy gang violence.
