This comes after Donald Trump”s decision to rename the Department of Defence to the Department of War. These escalations have been a part of Trump’s stance against Venezuela’s leader Nicolas Maduro who already has a $50 million bounty on his head (source). All of these actions against the leader have come as a result of accusation of narcotics smuggling which Nicolas has vehemently denied. The article also highlights the attack on the Venezuelan boat by the United States, which killed 11 people, and is legally debated.

The positioning of ships in Puerto Rico is interesting especially because it was explicitly stated that it was not for an exercise and was positioned to “stop the poisoning of Americans”. This comes as a surprise considering Trump’s platform seemed to be against war. The renaming of the Department of Defence to the Department of War seems like another leap away from his seemingly anti-war platform. Also the attack on the boat should not have happened because they could not prove definitively that the boat was carrying narcotics and may have been intended to move migrants considering that a drug boat that size would not need 11 people.

The three major stakeholders in this situation are The United States, Puerto Rico and Venezuela. The United States public has a very mixed reaction to the event and the government is mixed also on all of the surrounding events also. Puerto Rico is subject to the United States while being a state so they can do nothing to resist this action regardless of if they oppose it or not but the leader seems to have received the move well. Venezuela has shown opposition to the move in a variety of ways and overall they seem to be against the move.

This connects to Peace and conflict by highlighting how all governments involved are reacting to the move by the United States and showing clear signs of international conflict.

https://www.reuters.com/world/americas/us-defense-secretary-tells-sailors-off-puerto-rico-this-isnt-training-2025-09-09 The article highlights the new conflict the United States is having with Venezuela and the positioning of ships in Puerto Rico.
