The operation’s goal was to disrupt a major drug gang within the region by driving the gang out of the city and into a nearby forest, in which a special operations unit was waiting to ambush the alleged gang members. The president, Luiz Inacio, made his position clear on the matter saying: “We cannot accept that organized crime continues to destroy families, oppress residents, and spread drugs and violence throughout the cities”. The UN has called for investigation of the event due to evidence of human right violations including executions and torture. The state’s security secretary said any misconduct would be investigated even though he believed there was none.

Considering the government leaders’ response to the event, it is likely that even if an investigation were to occur, it would be very biased towards the government view of no misconduct. The COP30 is to be held in Brazil the week after this operation occurred so there is a very real connection between the two as the government would want to reduce the crime before a very publicized climate summit.

The three major players are the Brazilian government, the UN and citizens affected by the operation. The Brazilian government has had a major push towards being proactively anti-drug through an increased funding to police in Rio. The UN will likely continue to push for investigations on the matter and could even postpone the COP30 as a reaction to the event. The local citizen could continue to request justice for the alleged human rights violations and for innocent lives lost due to the recklessness of the forest ambush.

This article connects to the role of IGOs in global politics. The UN is an intergovernmental organization, which as a part of its job, attempts to police countries that practice human rights violations. The UN can push for sanctions against Brazil if the alleged violations are found to be true and are not addressed.

https://www.reuters.com/world/americas/more-than-40-bodies-seen-street-after-rios-deadliest-police-operation-2025-10-29 The article highlights the police operation in Rio, Brazil that saw 113 arrested and left 121 people dead, 4 of whom were police officers.
