He emphasized reciprocity, stating Cuba has no interest in debating the U.S. constitutional or economic model, and described ongoing U.S. coercive measures—particularly efforts to block oil supplies—as equivalent to “war,” severely impacting the island’s economy with blackouts, fuel shortages, and humanitarian strain.

This stance comes amid heightened pressure from the Trump administration, which has disrupted Venezuela’s oil deliveries to Cuba, threatened tariffs on nations (including allies like Mexico) exporting oil there, and openly advocated for regime change. Secretary of State Marco Rubio has affirmed this goal, while President Trump has claimed talks are underway at high levels, suggesting a potential deal could avert further cutoffs—possibly including property restitution from the 1959 revolution. Trump has called Cuba a “failing nation” reliant on Venezuelan support and urged it to negotiate to address what he frames as a humanitarian crisis.

Cuban President Miguel Díaz-Canel has insisted no dialogue is possible under duress and highlighted updated defense preparations. Cuba offers cooperation on shared issues like drug trafficking and migration but views U.S. actions as predatory. The U.S. Embassy in Havana has advised citizens to conserve resources amid the worsening crisis. Broader regional allies like Mexico are seeking workarounds to avoid tariffs. The article highlights escalating tensions, with Cuba portraying U.S. policy as aggressive and unsustainable, while Washington pushes for fundamental change.

In recent light of the removal of the Venezuelan President, Cuba’s discourse with the United States as well as internal struggles of the country have began to weigh on the country. With interference from the United States, former trade agreements and other standard functions of the relationship between Venezuela and Cuba have become severed. This is taking a toll on Cuba, as the combination of loss of imports and threats of U.S. imposed tariffs have put pressure on Cuban government to now negotiate and work with the United States. To Cuba, this is not optimal. They do not wish to sustain a relationship with the US. As of now, Cuba can combat this, but as the US continues to monitor and facilitate Venezuela government functions, Cuba may be forced to comply with no other options.

US government officials can begin to attempt compromise with Cuba, because the earlier stable foreign relations with Cuba is achieved, the sooner stability can be achieved for much of region surrounding Venezuela and Cuba.

For Cuba, the US is a security threat. For the US, Cuba is a security threat. Both sides disagree with what the other is doing and make plans to advocate for their own national interests.

https://www.cnn.com/2026/02/04/americas/cuba-us-talks-trump-regime-change-latam-intl Cuba is open to “meaningful” dialogue with the United States but categorically rejects any discussions involving regime change or alterations to its political system, according to Cuban Deputy Foreign Minister Carlos Fernández de Cossío in an exclusive CNN interview.
