They announced multiple measures, including expanding Canada Ukraine collaboration on drone and munitions production. To illustrate, Carney stated that Ukraine would receive a third of all of Canada’s drone output. Canada also committed a 350 million dollar equipment package for air defense interceptors and 430 million dollars in loan guarantees for Ukraine to purchase gas amid shortages.

Analysis

This move by Carney and Zelenskyy represents a wider commitment by NATO countries to continue their support for Ukraine amid scaled back US support. After President Trump took office, US aid to Ukraine decreased significantly. The only hint of US support recently was an aid and sanctions bill in June which required a mutiny by 18 house Republicans to get it passed, and it hasn’t been voted for by the Senate yet. Even more, it shows that Western policy planners have acknowledged the importance that affordable unmanned aerial systems play in modern warfare. If a similar agreement between Canada and Ukraine took place in 2022, they would have been talking about six figure Javelin anti tank missiles rather than drones cheaper than a used Honda Civic. Then again, the agreement also includes pricey Patriot missiles for air defense – an all more sophisticated matter in which low cost solutions may not be yet realized.

The war at this point has gone on for over four years, it is essentially a not so subtle proxy war between the West and Russia. On one side, you have the expansionist NATO and its corporate interests. The other, a nationalistic Russia with its own goals, oligarchs, and sphere of influence. Russia obviously stands to lose from continued Western, in this case, Canadian support. Canadian, US defense contractors and gas retailers stand to benefit as well. Increased demand for drones, interceptors, and fuel in tandem with a large cash injection from the government supports jobs in those industries.

Connection

This situation connects to the course material via the ripple effect that an agreement can have between two state actors. What this means is that because Canada committed additional support to Ukraine, US and Canadian manufacturing and gas industries see additional revenues, promoting economic growth and ensuring job security for the innumerable workers connected with those fields. Even more, IGOs are involved as the loan guarantees are through the European Bank for Reconstruction and Development, an international financial institution originally founded to invest in ex eastern bloc nations in their transition to a market economy.

Source: https://www.theglobeandmail.com/business/article-canada-and-ukraine-sign-100-year-agreement-trade-defence/ Summary Volodymyr Zelenskyy met with Canadian PM Mark Carney in Calgary yesterday to discuss additional support that Canada could offer to Ukraine.
