Kiev, the capital of Ukraine, has forewarned all aviation authorities of increased safety risks when flying over Russia as drone activity builds. The Ukrainian infrastructure minister issued a letter to the International Civil Aviation Organization (ICAO) expressing caution that was reinstated by President Vladimir Zelensky to foreign governments on the immense danger expected in the region. The ICAO failed to explicitly recognize this alert, rather calling for states to maintain caution and consider the paths of anticipated flights.. Due to Ukraine’s increasingly strengthened and targeted drone attacks over the past few months, Russian infrastructure and residential buildings have been noticeably damaged and multiple Russian individuals have lost their lives. Russian President Vladimir Putin sees Ukraine’s warning and recent destructive attacks as proof of their path towards acts of “state terrorism” and ensures that Russia’s capital would stay ready to appropriately retaliate to forthcoming Ukrainian actions.

Zelensky was attempting to limit the destruction caused by Ukraine’s drone campaign, especially when it comes to innocent lives, in providing advanced warning to aviation authorities. However, he has no actual ability to control the airspace of a sovereign state and was met with little compliance from either the ICAO or Russia. Western airlines already agreed to no longer fly to Russia early in the year in support of Ukraine, but many airlines in Russia and in places like China and the UAE are still operating flights. Aviation is an essential aspect of staying globally connected both politically and economically, which makes Russia unwavering it its attempts to keep the airspace open. Any airlines still sending or receiving flights within Russia while being aware that a Ukraine has put out a direct acknowledgment of its dangers are at liability if an incident ever were to occur, adding complexity to the situation. This ever-intensifying exchange of strikes, destruction, and death between Russia and Ukraine has created a tumultuous feeling within the Eastern region of Europe, but also across the world as international aviation begins to be affected and the stability of transportation to that part of the world falls apart. Civilians in both Ukraine and Russia will be expected to notice the direct political, economic, and social impacts of the airport closures and infrastructure damage within the region being caused by the escalating exchange of drone strikes.

This conflict displays the concept of interdependence, specifically when it comes to economies. There is an established connection between countries across the world in order to create an aviatory system that allows individuals to travel between regions. Countries rely on each other to manage flights and airport services that aid in business travel and the transportation of key resources. With Ukraine’s warning to close off Russian airways, Russia has effectively been blocked from the international interactions its economy depends on and will be facing increased pressure and rising costs within its markets. This struggle is a clear example of one cost of established interdependence, highlighted through any conflicts that resulted in limited connections between countries.
