It is expected that the foreign minister of Russia will be in attendance to and they will discuss the regions plans with Iran and Syria. Fro the United States this meeting could potentially be threatening with the unification of these central asian regions, and could possibly provoke action to be taken. However, it could be meaningless and the United States could possibly still continue the deals it does with this region in regards to oil, and other natural resources.
