TikTok has finalized a deal to create a new U.S. version of the app so it can keep operating in the United States instead of being banned. The new company, called TikTok USDS Joint Venture LLC, will be mostly owned by American investors, including Oracle, Silver Lake, and MGX, who together hold more than 80% of the ownership. TikTok’s Chinese parent company, ByteDance, will keep a smaller stake of just under 20%. The new U.S. company will store U.S. user data domestically and make its own decisions about content moderation and cybersecurity.
This deal comes after years of political and legal debates in the U.S. about national security concerns related to data access and how Chinese ownership might influence the platform. If the deal hadn’t been completed, TikTok faced a full ban under a law passed in 2024 that targeted foreign apps controlled by countries seen as potential security threats. The new structure is meant to address those concerns while letting the app stay live for millions of users.
A big issue in today’s politics is who controls data. Governments worry that if a foreign company, especially one lined to another major power like China, have access to citizens personal info and algorithms that influence what they see, it can be a security risk. In response, the U.S. pushed for TikTok’s U.S. data and operations to be controlled domestically so that American agencies and companies would protect that data and reduce the risk of foreign interference.
Tech is a big area that the U.S competes with China in. Both countries want to be the leader in AI, Data systems, and Global Media Influence. This deal shows how technology companies have become tools of geopolitical strategy. It also shows the diplomatic negotiations between two of the world’s most powerful countries.
