After a series of clashes with the Congolese army the M23 rebel group has declared a unilateral ceasefire. Clashes intensified after M23 attacked several Congolese army near civilian centers which forced many to flee into Uganda and Rwanda. Although there have been efforts to disarm M23 and enter peace talks, M23 leaders have protested that they are proceeding too slowly. M23 had also previously been nearly eliminated by the Congolese army, however they fled into Uganda and Rwanda where they were able to reorganize and restart their rebellion. M23 has also announced that their actions are defensive and that the Congolese army is the aggressor.

If this ceasefire holds, it is an important development because the Democratic Republic of the Congo has been fighting the M23 rebels since 2012 and 2013. Despite nearly defeating them multiple times and almost establishing peace deals, M23 has come back multiple times and continues fighting till this day, recently shooting down a UN helicopter. This is also a great step towards stabilizing the situation in the DRC for civilians who frequently get caught in the crossfire between government troops and are also often directly targeted by rebels even with UN troops meant to protect them.

This article relates to class because the Democratic Republic of the Congo is a state that is made up of a large number of different ethnic groups with some having very tense relations. Because of this, rebellions and civil wars break out frequently, often forcing civilian populations to flee due to targeted attacks against certain ethnic groups or from being caught in crossfire. Since 1999 the UN has deployed the MONUSCO peacekeeping mission to the DRC in order to try and contain the violence, however, due to the scale and frequency of attacks the peacekeeping forces have struggled to maintain the situation and have even been authorized to conduct offensive operations.
