M23 rebels currently controlling key areas of Eastern Congo have agreed to a ceasefire with African coalition peacekeepers as the conflict with the Congolese government continues. A joint statement from the rebels and the South African Development Community (SADC) peacekeepers announced plans to repair Goma airport, enabling the SADC forces to withdraw. The peacekeepers, who were deployed in 2023 to stabilize the region, failed to prevent M23’s assaults, which have claimed several cities and resulted in casualties among peacekeepers. As a result, SADC leadership announced their withdrawal earlier this month. The rebels spokesperson, Lawrence Kanyuka, emphasized the need for a political solution, stating that military action would not resolve the conflict. He also accused Congolese troops of violating ceasefire terms. The region remains highly unstable, with numerous armed groups fighting for resources, while Rwanda’s alleged support for M23 has increased tensions. The ongoing conflict has displaced over 7 million people, making it one of the world’s largest humanitarian crises. Despite the ceasefire, no timeline for the peacekeeper withdrawal has been set.
These recent events show the fragile security situation in eastern Congo due to decades of conflict over political power and mineral rights. The withdrawal of SADC peacekeepers marks a failed attempt to stabilize the region, bringing concerns about the effectiveness of foreign interventions. Rwanda-backed M23’s advances threaten regional stability and further the ongoing humanitarian crisis. Historically, eastern Congo has been a battleground due to its rich resources. Without a political resolution, further displacement and violence are likely.
After the Goma airport is repaired, which may take months, the SADC will withdraw and we will likely see M23 move further West in the DRC. Because Rwanda likely supports M23, we may also see Rwanda attempt to move west into Congos land for minerals. In M23’s fight for mineral and political power, they have been accused of countless human rights abuses, and are not a stable government for the region.
