On Tuesday, May 13, 2025, the conflict between the Rwandan backed M23 and the Democratic Republic of the Congo (DRC) in the Eastern region of the country is straining the DRC’s public finances. Due to the conflict, the DRC has had to significantly increase the country’s military spending, including the salaries of military personnel, to boost morale. However, this spending is happening outside of the government’s budget. The Democratic Republic of the Congo has spent over $400 million on fuel costs, which goes over the given $80 million budget. The International Monetary Fund (IMF) has agreed to a temporary deal with the DRC to support the country under their “Extended Credit Facility” and “Resilience and Sustainability Facility” programs. These programs are implemented to help a country deal with its economic challenges. The Democratic Republic of the Congo has called upon all economic sectors to contribute to the war effort.

This article is important because it raises concerns about the Democratic Republic of the Congo’s off-budget spending, which would affect the people living in the country. Due to the DRC’s economic situation, more than 200,000 people have been displaced and forced to leave their homes. More than 4 million people have been displaced in the DRC due to the conflict with the M23 rebels. This has forced these people to move to neighboring countries and caused a refugee crisis in the country and in surrounding nations.

The Democratic Republic of the Congo should focus on lowering the cost of living and stabilizing the economic situation. By looking to the IMF, they can focus on both the country’s economy and the conflict with the M23.

This article directly connects to what we have learned in class by discussing armed conflict classifications. The conflict between the Democratic Republic of the Congo and the Rwandan backed M23 is an international armed conflict that is taking place in the Eastern region of the DRC.
