Rwanda-backed M23 rebels announced they began withdrawing from the eastern Congolese city of Uvira late on December 17, 2025, with leader Gertrand Bisimwa stating the process would complete by Thursday morning. The rebels had seized Uvira the previous week during a rapid offensive launch early in the month, killing over 400 people and displacing around 200,000, according to regional officials.

This development come mid struggling peace efforts, despite a U.S.-mediated agreement signed earlier in December by the presidents of the Congo and Rwanda in Washington, which requires Rwanda to stop supporting armed groups like the M23. The accord does not directly include the rebels, who are in separate negotiations and have accused each other of violating a prior ceasefire. The U.S. accused Rwanda of breaching the deal by backing the advance and warned of actions against “spoilers” under the incoming Trump administration.

Local Reports were mixed: some indicated M23 forces moving north, while pro-government militias reportedly approached the city (unconfirmed). Bisimwa said control should pass to a neutral force deployed by mediators.

The offensive escalated regional tensions, bringing fighting near Burundi’s border and prompting 64,000 Congolese refugees to flee there since early December, with shelling reported on the Burundian side. U.N. experts note M23 has grown to about 6,500 fighters with alleged Rwandan support, amid over 100 armed groups competing in the mineral-rich eastern Congo, contributing to a crisis displacing more than 7 million people.

The occupation of M23 forces in DRC have destabilized the region, caused displacement/refugee crisis, and taken the lives of citizens. This rebellious group is composed of both Rwandan and Congolese personnel, with the main goal to achieve

political status and government representation. If the Congolese government doesn’t bring attention to the matter and enforce security measures to protect against M23 violence, issues will persist and the country will continue to suffer.

The governments of both DRC and Rwanda need to further address the M23 group and how rebel efforts are harming both countries. Rwandan support of the group is creating divides between the two countries and will strengthen tensions in sub-saharan Africa. With ongoing support from Rwanda, M23 groups will continue to infiltrate Congolese cities and harm the population.

This event connects back to the idea of national security and global security as a whole. Rwanda is supporting M23 because it gives them an advantage as it protects their own sovereign state while weakening those around them. This is bad for the DRC because their national security is threatened unless they make peace or negotiate with Rwanda who is working against them.
