Gang violence severely broke out over a year ago in Haiti, and since then over one million people have been displaced from their homes, over half of that being children. Due to the gang violence and lack of a stable government, services like healthcare have fallen and there are food shortages. Many people have been taken in by friends, acquaintances, and other family members, though a lot have been displaced to shelters, which has risen from 73 to 108. Additionally, over 200,000 people have returned to Haiti after being deported which has added more strain to the situation. Many are suggesting that the UN go in with a whole peacekeeping operation, though, Russia and China, two major members of UN Security council, have denied the motion, saying that the police force in Haiti needs to be strengthened.
Even if efforts are made to strengthen the Haitian police force, it is very unlikely to even create a dent in the ongoing violence due to gang control of capital Port-au-Prince. A peacekeeping operation by the UN is probably the most straightforward, external, approach to the issue, as the UN has enough military power to put a stop to the gang violence long enough for the Haitian government to find a small foothold. If after a year the efforts of the Haitian military, police, and government haven’t worked they won’t now, and the country will continue to struggle unless there is some serious external aid.
This is an example of organized crime on a large level, as it has placed a whole country in shambles. This violence has isolated Haiti and without external help it will continue to decline. As of right now though, the violence in Haiti hasn’t really directly influenced or hurt any other country that they may have ties with, so until that happens or until the UNSC is permitted a peacekeeping operation, the violence and displacement in Haiti will remain an intrastate issue. With this continued displacement it is possible there will be lots of Haitian immigrants fleeing to the Dominican Republic or Jamaica, two of its closest neighbors.
