Recently, the presidents Lula and Maduro of Brazil and Venezuela spoke on a phone call. The call was to discuss the growing concerns in the Caribbean. This was the first since Maduro’s reelection. The call was reported to be about Lula’s concerns surrounding the increasing US military presence in the Caribbean. In previous talks with the US, Brazil has offered to be a mediator in negotiations between the US and Venezuela, but the US has not taken the offer.

This phone call happened because Lula and Brazil are concerned about a possible war between the US and Venezuela. In the event that a war breaks out, it is likely in Brazil that trade will lessen, there will be more refugees, and possibly even conflict on their soil. So Brazil would very much like to prevent further escalation in the region, and prioritize diplomacy instead. This will not only affect the countries listed, but all the countries in the surrounding region will likely have the same problems as Brazil. This war will only destabilize the region more. I think Brazil should look to mitigation tactics as the US and Venezuela are not backing down. And in a perfect world both the US and Venezuela would bend to each other’s policies and avoid the conflict, but both feel they have the obligation to stand up to one another.

This article reflects the security threats of inter-state instability and failing state to Brazil. If nearby Venezuela gets into a war with the US, there will be instability that will likely come across the border and affect Brazil’s security. And it is likely that if this conflict happens, Venezuela will become a failed state. Brazil’s approach in the article is unilateral cooperative, as Brazil is choosing diplomatic relations and hoping to help the 2 states at the brink of conflict.
