Officials from the United States Department of State and the Government of Ukraine met in Florida on November 30, 2025, for about four hours of talks focused on finding a path to end the war with Russia. The meeting brought together U.S. Secretary of State Marco Rubio, special envoy Steve Witkoff, and former adviser Jared Kushner, alongside a newly restructured Ukrainian delegation. The session was meant to refine earlier peace proposals and strengthen coordination between the two allies. It also reflected the wider international tensions shaping the conflict, as both countries try to balance military realities, diplomatic pressure, and shifting global power dynamics.

Okay so rundown, the old plan that they had made Ukraine look like they’re giving up too much, so they are revising a 28 point peace plan to make it more fair. Ukraine wants to keep their safety and independence and doesn’t want to give up land until they make a real deal with Russia. The hard part is the fact that Russia was actively attacking Kyiv while the meeting was happening, and the only way a peace treaty will work is if Russia agrees and complies.

The US is acting as a major power and trying to control how the peace plan is written, hence why they met in Florida. Ukraine does depend on the US, so they’re willing to do whatever it takes to stay on their good side. Russia really has the upper hand here because nothing can happen without them agreeing. Europe is feeling left out, even though they’re really doing the most work with harboring refugees and providing immediate support to Ukraine because of how close in distance they are compared to the US.

IR concepts and how they apply:

The US is leading everything even though it isn’t on their soil because they are the most powerful- realism

Ukraine wants a strong protection so Russia can’t invade again; Russia sees Ukraine getting support from US and NATO as a threat; Russia keeps responding with more aggression, making NATO support Ukraine even more- security dilemma

The Florida meeting was a unilateral approach because the US didn’t involve the EU or NATO
