On December 17, 2025, Russian President Vladimir Putin said Russia would seize more Ukrainian territory by force if Ukraine and European leaders refuse to engage seriously with U.S. peace proposals. Speaking at an annual Defence Ministry meeting in Moscow, Putin reaffirmed that Russian forces were advancing on all fronts in Ukraine and that Russia would achieve its goals through military force or diplomacy if necessary. He accused some European politicians of creating “hysteria” by claiming the West should prepare for war with Russia and described those claims as “a lie” and “pure nonsense.” Russia says it controls about 19% of Ukraine, including Crimea, Donbas, Kherson, and Zaporizhzhia, though these claims are not internationally recognized. Defence Minister Andrei Belousov said Russia plans to increase the pace of its offensive in 2026 and is spending 5.1% of GDP on the war effort.
Putin’s comments are strategically significant because they underscore Russia’s insistence on reshaping the perception of the Ukraine war. By dismissing Western warnings about a possible broader conflict as “lies,” Putin aims to portray Russia as a rational actor fighting a defensive war rather than an aggressor. This rhetoric serves both domestic and international audiences by undermining Western solidarity and justifying continued military operations. The threat to take more land if peace talks falter signals that Russia sees territorial expansion as integral to its security policy. This stance may harden European resolve but also raises the risk of prolonged conflict and a deeper geopolitical divide, with lasting implications for NATO cohesion and European security.
For Russia, Putin could continue to frame Western concerns about conflict as misinformation, using them to rally domestic support and legitimize further military advances. For Ukraine, Kyiv might respond by strengthening diplomatic outreach to Europe and the U.S. to counter Russian narratives and secure more military and economic support. In the EU, they could reinforce unity in condemning territorial aggression and emphasize preparedness without escalation, while maintaining solidarity with Ukraine without resorting to outright war rhetoric. And the U.S. and NATO might increase strategic communication to counter claims that Russia labels as “lies,” reaffirming their commitment to deterrence and peaceful conflict resolution.
Putin’s dismissal of Western warnings as false attempts to prepare for war reflects a struggle over authority and who gets to define legitimate threats. Russia’s insistence on achieving its goals militarily illustrates hard power in action, with force and territorial control central to its national strategy. Meanwhile, Europe’s reaction highlights the importance of sovereignty and collective security within institutions such as NATO. The battle between competing narratives over war preparation also shows how legitimacy is contested in international politics, influencing both domestic support and global perceptions of conflict.
