Western officials say that Russia has been conducting a wide sabotage campaign across Europe since its full-scale invasion of Ukraine in 2022, aimed at overwhelming European security agencies, creating political divisions, and undermining support for Kyiv. According to an Associated Press database, 145 separate incidents — ranging from infrastructure damage, train disruptions in Poland, warehouse fires and vandalism to cyberattacks — have been linked to Russian intelligence or its proxies by European authorities. Officials describe the effort as part of an ongoing “hybrid war,” where physical sabotage, misinformation, and cyberattacks work together to strain Europe’s investigative and security resources. Even when plots are foiled, they consume time and cooperation among nations, which Western officials suggest is itself a strategic win for Moscow. Russia denies any involvement. These activities have been most frequently reported in countries bordering Russia — such as Poland, Estonia, Latvia, and others — and German authorities have publicly protested suspected sabotage and election interference.

This article highlights how Russia has moved beyond normal warfare tactics and into more hybrid operations, which target not only Ukraine but all of Europe. This campaign reflects a pivot by Moscow to degrade Western unity and its political will to help fund Ukraine both militarily and economically. While there has been limited physical damage, its more about the psychological and resource impacts that the attacks have caused. There are investigations into espionage, arson, infrastructure attacks, and cyberattacks to bring down the security capabilities of the supporting countries but also to distract them from other priorities. This campaign helps Russia’s longer term goal of weakening the alliances in NATO and EU.

European govs will likely step up their intelligence sharing with one another in hopes to counter attack on a larger scale, which reinforces cooperation between the two alliances to defer the attacks. Russia will probably continue to deny that the attacks are their fault, and continue to frame western accusations as political tactics to justify the military aid in Ukraine. US policymakers may use these acts as an example of a global threat of hybrid warfare, which will help security commitments to both Europe and Ukraine. Europe might start increasing public awareness and how to resolve the issues, where US tech firms might invest more in cybersecurity safety and protective services to help guard important systems from becoming a sabotage risk.

This is a good example of alliance politics and hybrid warfare. Russia’s sabotage campaign is a perfect example of hybrid warfare where both the use of military and psychological attacks help force a goal without a full-scale escalation of the situation. A possible response could be increased cooperation around the European states along with one another to strengthen their ability to prevent another attack happening in the future.
