Sudans paramilitary Rapid Support Forces (RFS), led by General Mohamed Hamdan Dagalo, announced a unilateral three month “humanitarian ceasefire” starting immediately. The move comes amid international pressure, particularly from the US, UAE, Egypt, and Saudi Arabia (The Quad) to pause the war and allow aid in. However, Sudan’s army, led by General Abdel Fattah al-Burhan, rejected the truce plan, arguing it favors the RFS and criticizing UAE’s role in meditation. The war, which began in April 2023, has caused massive civilian suffering, famine, and displacement.

This article was very interesting in the fact that the RSF and the Sudanese military acted differently from each other. The RSF wants to be seen as a humanitarian group that is willing to accept aid and reform, while the Sudanese military wants to show they are the legitimate military of Sudan and that they can’t be reasoned with. It’s also the idea that the Sudanese military distrusted the UAE’s role in the deal because they feel as if it’s favored to the RSF because it allows them to rearm and resupply. I think the SAF is the legitimate force of Sudan because they represent them in the UN. In my opinion the article shows the true colors of the Sudanese military by not letting a humanitarian cease fire take place because they think it benefits the other side. The fact that the US, UAE, Egypt, and Saudi Arabia all came together for the benefit of the region when they don’t have the best relations but the Sudanese military still shut it down shows that they are illegitimate and can’t be reasoned with.

Two ways that The Quad could respond to this event is by sending in forces of their own to protect individuals and provide humanitarian relief, they could get away with it too because the Sudanese military has already denied it once and opened fire on the RSF. The other way they could respond is by supplying aid to the RSF with weapons and food. The RSF could respond to this event by calling for aid from allies and neighboring countries who have interest in the country’s government or they could continue the fight as it is because they are winning and taking land. The Sudanese can respond by surrendering or calling on other states for support that want to rival The Quad.

This event relates to what’s being said in class because the Quad seems like a Fluidity of Alliances because it’s a short term alliance that will most likely dissolve after the problem has been solved in Sudan.
