Amidst violent attacks launched in northern Mozambique, the United Nations has requested an appeal for $254 million in order to provide aid to those affected. The attacks, which have been linked to groups aligned with the ISIL, have occurred mainly in the Cabo Delgado region, as well as surrounding provinces. With many thousands forced to leave, there are a predicted 1.1 million that will be seeking aid by the end of the year.

Mozambique’s UN humanitarian coordinator, Myrta Kaulard, states, “Women and girls are at risk of abduction, gender-based violence, and exploitation, while boys are at risk of being killed or recruited by armed actors,”

As violence continues to rise, humanitarian services and relief hosts are beginning to struggle to provide aid. With Mozambique’s rainy season approaching, threats of floods push for a permanent solution to the disaster-torn region.

The attacks, led by militant groups linked to ISIL, seem to be a strategy to gain control over parts of Mozambique. The groups have gained control of important towns, transport routes, and continue to hold attacks in Mozambique’s oil-rich province of Cabo Delgado, jeopardizing one of the province’s important industries. More importantly, the militant groups are likely using the previous poverty in the area to their advantage, as it provides an easy way to recruit young Mozambican’s into their groups. The continuity of attacks, if not halted, will lead to the ISIL holding a stronger grip on the region, pushing it further into conflict.

The conflict in Mozambique should be viewed as one of urgency. Not only does it directly violate human rights and international humanitarian law, but it is also regarded as a global security threat. The UN’s appeal will hopefully provide aid for many, which may also relieve active humanitarian services in the area, which are currently being stretched beyond measure.

The UN is an IGO made up of 192 member states, who work together to ensure global peace and security. In this case, the UN is calling for nations to provide funding to go towards the relief from Mozambique’s attacks. The attacks directly affect the regional/domestic level, as citizens of Mozambique’s northern providences are being killed or forced away from their homes for security. This analysis can extend to the global level, as the terrorist groups pose a threat to international security, which will push governments of other states to provide assistance to end the insurgency.
