Niger’s military government publicly accused France of orchestrating a mutiny that occured on August 29th. This mutiny happened at a Niamey air base. The military government stated that it had ‘compiled evidence’ and would pursue international courts. Franc’s foreign minister called it “pure fantasy.” The mutiny was short lived and after Russian and Loyalist forces put down the mutiny there were a total of 5 casualties with 2 of those being civilians. The foreign minister then implicated ECOWAS and Benin, both denied the claims along with the French. Interestingly in the French foreign ministers statement not only did they say that they did not have the intention of doing anything along the allegations, but that they did not have the means to do so.

As we have seen the French respond militarily to the needs of their former colonies, like Mali, we can see other states that used to be colonies do everything in their power to distance themselves from their former colonizer. This stance of actively fighting against neo-colonialism is not new to Niger. Another interesting point is the states the Niger thanked after the destruction of the mutiny. Countries like Russia, Algeria, Mali, and Burkina Faso. I would not be surprised if this all was a rouse to try and throw dirt on the French internally.

I don’t know if Niger is actually going to bring France to the international courts. For one they have not named which body they intend to bring the case in front of and the evidence they ‘have’ has not been shown to anyone. If anything I see them using this as a kind of Marco Polo Bridge incident kind of thing. Not to declare war but to smear the French name domestically. France most likely won’t be taking any action but will stay responsive to the former colonie.

We can see this connect to Hard Power and IGOs. Hard Power applies only if the Nigeriens are telling the truth, then the French would have been exercising hard power (or they at least attempted to) their hard power over the Junta in Niger. For IGOs, this case is directly related and was made apparent to be in connection with the UN as the Nigeriens said that they would bring their case before the international court, although they did not specify which one they did say that they would bring a case before them at some point.
