Russia has not pulled back any troops that they said they would. The United States and other NATO allies have been watching the situation closely and their intelligence says that they cannot confirm that Russia removed the troops they said they would. Ukraine has also been hit by many cyber attacks. These attacks have not been proven to be from Russia but the White House Press Secretary says that it is very likely that it was a Russian attack. The United States Secretary of State also said it appears Russian troops are moving closer to the border rather than away from it as they had said.

Russia is pressuring the United States and other NATO countries to not allow Ukraine to join NATO. One way Russia is trying to force the hand of NATO is through hacking. Russia has one of the best histories of successfully using cyber warfare. This is coupled with the fact that Russia launched one of the largest cyber attacks on a government ever that took down over 70 Ukrainian websites in early January. Russia is known to launch cyber attacks before they actually put troops on the ground. When Russia annexed Crimea one of the first actions that they took was launching cyber attacks on critical infrastructure to weaken the resolve of Ukraine and to destabilize Crimea further.

Russia is trying to make sure that Ukraine is unable to join NATO so that they can keep buffer states between themselves and NATO. NATO is an IGO that was made by the United States to combat the threat of the Soviet Union and stop the spread of communism. Even though the Soviet Union no longer exists NATO still does and many cold war precautions regarding Russia are kept in place. If Russia does end up invading Ukraine they will face many economic sanctions from NATO and their allies. This would most likely cripple the Russian economy and may cause a shift in power or a civil war to erupt.
