French police arrested four individuals on October 13, 2025, in connection with an alleged plot targeting exiled Russian activist Vladimir Osechkin. Osechkin, known for exposing abuses within Russia’s prison system through his organization Gulagu.net, has been living in Biarritz, France, since seeking asylum. Authorities have not disclosed the suspects’ nationalities, specific motives, or potential links to foreign intelligence agencies. The General Directorate for Internal Security (DGSI) led the investigation, and the national anti-terrorism prosecution office is overseeing the case.
Osechkin has previously reported multiple threats against his life, including a recent one in February 2025. He remains under constant protection, with his family often relocated to safe houses when new threats emerge. In a recent interview, Osechkin emphasized that the arrested individuals are part of a larger network, suggesting the existence of an organized operation targeting him.
The war between Russia and Ukraine has implications beyond its territory. European intelligence agencies allege Russia is partaking in sabotage and hybrid warfare against European states. Osechkin’s group videos exposing Russian cruelty and corruption continue to diminish Russia’s international reputation. The sympathy generated from resistance efforts results in political power to deliver more arms and aid to the Ukrainian war effort. Despite Osechkin’s efforts to flee as a dissident, Russia’s political oppression spans far beyond its borders. Take, for example, a Russian pilot, Maxim Kuzminov, who died in southern Spain. He successfully delivered a Russian Helicopter to Ukraine, but failed to evade Russian intelligence. He was found dead riddled with gunshot wounds. He serves as an example for human rights activists resisting Russian oppression.
Russian attempts to antagonize activists heighten the alertness of European nations. Russian exiles like Osechkin will receive greater protection from European states, such as France, to prevent future attacks. The increased protection may, in turn, increase the capabilities of Russian intelligence because they need greater resources to achieve the same outcome. France is likely angered by plots to kill citizens on its sovereign territory, regardless of nationality. Conversely, Russia opposes the EU’s support of Ukraine by providing weapons, which results in the death of its own service members.
Regardless of which actors are to blame, diplomatic relations are tense and damaged. Any misunderstanding can result in severe miscalculations. A drone flying into NATO territory, an assassination tied to Russia, and many more possible scenarios could result in Article four or even Article five by NATO to collectively defend their territory. The last time Article four was invoked was in 2022, and since then tensions remain high and uncertain.
In class we learned the main types of power, hard, and soft. Russia is utilizing hard power by assassinating political dissidents abroad. Furthermore, we learned about the balance of power theory. Russia perceives European support for Ukraine as a threat to its influence and power. To counterbalance, they assassinate dissidents supporting Ukraine. France’s response is to increase protection and tighten security measures.
