Germany has recalled its ambassador to Georgia, Peter Fischer, for consultations following months of escalating tensions between Berlin and Tbilisi. The German Foreign Ministry cited sustained anti-EU and anti-German rhetoric from Georgia’s leadership, including personal attacks on Ambassador Fischer. This diplomatic move comes ahead of a European Union Foreign Affairs Council meeting scheduled for Monday, where EU officials are expected to discuss Georgia’s recent political developments
The deterioration in relations intensified after Georgia’s government accused Fischer and other EU diplomats of supporting opposition efforts to destabilize the country. In September, Georgia’s Foreign Ministry summoned Fischer, alleging his involvement in promoting a “radical agenda” ahead of municipal elections. Additionally, Georgia has been criticized for its crackdown on pro-EU opposition figures and protesters, particularly following a disputed parliamentary election and a subsequent decision to suspend EU accession talks
Germany recall of its ambassador is a rare event, showing a significant diplomatic escalation. Historically Georgia has sought closer ties with the EU and NATO to resist Russian influence or the possibility of an invasion-for example, the 2008 Russo-Georgian War. Yet Georgia’s actions appear to reflect the opposite of seeking closer ties with the EU. In fact they accuse the EU as the one trying to influence them by backing radical attempts to overthrow the government.
On the other hand Germany and the EU perceive these “radicals” as pro European and pro democracy. To understand why Georgia may be resisting the EU’s influence, reflect on the invasion of Ukraine. Ukraine attempted to join NATO, which Russia perceived as dangerous toward their national security. Georgia has a weaker military than Ukraine so if they join NATO or the EU and it results in a conflict, their chances of survival significantly decrease. A treaty meant for protection could cause a world war.
The threat of war is not the only provocation for Georgia’s actions. The municipal elections revealed the side of the EU on Georgian politics-the opposite of the party currently in power, which has shown sympathy towards Russia.
Germany is taking a firm diplomatic stance with Georgia by siding with the opposition. Germany will likely coordinate with other European countries for a unified diplomatic response. They could furthermore reduce investment in Georgia and put the funds toward increasing civil society organizations. Georgia may exploit Germany’s actions and frame it as foreign meddling in domestic affairs to increase support for nationalist movements. Expect Georgia to continue to reduce the oppositions freedom of speech and steer itself towards Russian ideologies.
In class we discussed that foreign policy is the strategy used by a state to interact with other states within the international system. Georgia is a weaker state, so it must follow a set of global norms, and rules which are powerful states enforce. Additionally we covered the fluidity of alliances. The Georgian governments national interest no longer aligns with the EU’s objectives so it has no intention of joining them or NATO.
