Sudan is complaining that the United States is preventing them from developing economically due to sanctions placed on the country for harboring al-Qaída leader Usama bin Laden in the early-1990s. Sudanese Prime Minister Abdalla Hamdock said his country’s inclusion on the U.S. state sponsors of terrorism list is unfair, as bin Laden was expelled decades ago and was under a previous regime. The sanctions are not the only thing crippling Sudanś economy. The country has experienced years of civil war and in 2011, the southern portion of the country which has most of the oil succeeded from the rest of the country. There are some signs of hope for Sudan though. The government signed a peace deal with the rebels recently, creating a significant cost savings, as less of the nationś revenue has to be spent on their military. Also, the U.S. is encouraging Sudan to normalize its relations with Israel. Removal from the state sponsor of terrorism list could provide an incentive for Sudan to make a historic move like that.

I believe that Sudanese government is trying to be removed from the U.S blacklist. With the Usama bin Laden situation they were not cooperative with the U.S on trying to assist to capture him. It is possible that Sudan is still protecting terrorists by keeping them safe in their country, and would they possibly fund terrorist groups in the future. I think the U.S could work with Sudan to get them off of the list. First, we should work out a trade deal. Sudan is rich with natural resources including natural gas, gold, petroleum products, and cotton. The U.S. could ask for trade, but with a reduced cos, which would benefit the U.S. and not allow their economy to grow too rapidly. The U.S. should also monitor them, so if the Sudanese did choose to house terrorists in their country they could immediately be put back on the Blacklist. The U.S could increase its influence in Sudan there by enlarging the U.S embassy presence in the country.

Governance is a theme that runs through this entire article. Governance of the state is administered by a regime with a specific political ideology that will often dictate how that country will behave within the international system. The Sudanese government chose to harbor Usama bin Laden and this was a decision made by the regime that had international consequences which have been long lasting. It is now up to the new regime to create a path forward for the benefit of their country and in line with what is being asked of them by the U.S and other countries.
