Benin was promised military support, by Rwandan President Paul Kagame, due to increasing islamic rebel group led attacks along Benin’s northern border.  Rwandan President Paul Kagame has already, in 2022, dispatched the Rwandan military to help quell similar instances of general unrest in Mozambique and the Central African Republic. Many nations along the Western African Coast, the most applicable of which being Benin, Togo, Ghana and Côte d’Ivoire, have been becoming increasingly worried about the violence on coming to their borders from these insurgents, the flames of these aforementioned violent attacks, being fanned by france’s recent withdrawal of troops from Mali.

Because Rwanda had the ability to lend troops to so many different nations, it can be inferred that they are internally stable and externally secure enough to allow them to have enough resources that they have a surplus, to lend to other nations in need. As well, we discussed in class that it is the job of a regional hegemon to act as a beacon of stability and regional police force, for the region they preside in. If Rwanda had lent aid to just one or two nations we would not reach the same decision, but because they lend aid to more than half a dozen nations, it can be inferred that Rwanda is a Hegemonic power of Sub-Saharan Africa.
